Step 4: Pre-Meet With the SDG&E Trench Inspector (Underground Service Only) {#step4}

Steps 4, 5, and 6 apply only to underground electrical services.

First, how do you know which type of service your Carlsbad home has? Walk outside and look up. If you see overhead power lines connecting to a weatherhead above your roofline, you have an overhead service. If there are no power lines above your home and you see a green ground-mounted transformer on or near the property, you almost certainly have underground service.

Underground service is very common in Carlsbad's planned communities. Neighborhoods like Bressi Ranch, Robertson Ranch, La Costa Greens, Calavera Hills, and The Foothills were all built with underground utilities.

For underground services, once the SDG&E work order is received and the City of Carlsbad permit is in hand, we schedule a pre-meet with SDG&E's trench inspector. This inspector reviews the proposed conduit route and establishes all installation requirements before any digging begins.

Before this meeting can be scheduled, Dig Alert (811) must be called to have all existing underground utilities marked. The work area must be marked with white paint before Dig Alert's arrival, and you will need a Dig Alert reference number to book the trench inspector appointment. We coordinate all of this for you.

Step 5: Dig the Trench and Install Conduit (Underground Service Only) {#step5}

With the trench inspector's direction confirmed, excavation begins.

We dig the trench and install approximately 90% of the conduit per SDG&E's specifications. The final 10% the section that enters into SDG&E's transformer vault or handhole is not installed by the electrical contractor. That last section is completed by SDG&E's own crew after the second trench inspection.

In Carlsbad's established planned communities, trenching must be done carefully to avoid existing irrigation lines, landscaping, hardscape, and utility crossings. We plan this work thoroughly before the first shovel goes into the ground.

Step 6: Trench Inspection and Backfill (Underground Service Only) {#step6}

Once approximately 90% of the conduit is installed, we contact the SDG&E trench inspector a second time to review and approve the final conduit section entering the utility transformer or handhole.

After that approval, we coordinate with SDG&E's service team to schedule their crew to complete the last section of conduit. Once SDG&E finishes its portion, we backfill the trench and restore any hardscape, landscaping, or pavement that was disturbed during excavation.

A final underground inspection must be passed before the project proceeds to Step 7.

Step 7: Schedule the Disconnect/Reconnect With SDG&E {#step7}

Steps 4 through 6 were for underground services only. Starting here, Steps 7 through 12 apply to both overhead and underground services.

The disconnect/reconnect is the date we coordinate with SDG&E for them to de-energize your service so the old panel can be safely removed and the new one installed. This is the main installation day.

We schedule the disconnect/reconnect through your assigned SDG&E service coordinator. Once the date is set, we also notify the City of Carlsbad Building Division so a city inspector can be scheduled to come out the same day, keeping the entire process as efficient as possible for you.

Step 8: SDG&E Disconnects Power at the Source {#step8}

Installation day.

Early in the morning, an SDG&E crew arrives at your Carlsbad property to disconnect power at the utility source. This is the only safe way to work on an electrical panel, and it is the only way we do it.

Important: Approximately three days before the scheduled installation date, call Dig Alert (811) to re-mark all underground utilities, gas, water, and communications in the immediate work area around the panel location.

Step 9: Install the Grounding and Bonding System {#step9}

Before the new panel goes in, a complete grounding and bonding system must be installed. This is required by both the National Electrical Code (NEC) and the California Electrical Code (CEC), and it is one of the most important safety elements of any panel upgrade.

The grounding system includes:

  • Two ground rods driven a minimum of 8 feet into the earth

  • A cold water pipe bond

  • A continuous, unbroken solid copper ground conductor sized per NEC tables connecting both ground rods, the cold water pipe, and the new panel

Some contractors choose to install the ground rods before the utility disconnection day, so a large pneumatic jackhammer can be used without affecting installation day timing. We plan this around your specific site conditions in Carlsbad.

Every circuit breaker is installed and clearly labeled. Every conductor is torqued to the panel manufacturer's specification. The installation is completed and ready for the city inspector to review.

The City of Carlsbad Building Division inspector arrives the same day to review the completed work. If the installation passes inspection, they notify SDG&E, and your power is restored the same afternoon.

Step 11: Repair Stucco or Siding {#step11}

Replacing an electrical panel almost always requires cutting into the exterior stucco or siding of the home. The panel box has to be removed cleanly, and the new panel needs to be properly set into the wall.

Once the panel is in and the inspection is on the calendar, we patch, waterproof, and texture the affected exterior area. Carlsbad's coastal climate means moisture resistance matters — we make sure the repair is weather-tight and finished properly before calling for final inspection.

The stucco or siding repair must be complete before the City of Carlsbad's final inspection can be passed.
