This means the work order and coordination process goes through SCE, not SDG&E. All electrical permits are issued by the City of Murrieta Building Safety Department at 1 Town Square, Murrieta, CA 92562. Step 1: Request a Service Change From Southern California Edison (SCE)
To get your Murrieta panel upgrade started, you must first submit a service change request to Southern California Edison, the utility provider for Murrieta and Southwest Riverside County.
This is different from other parts of our service area where SDG&E is the utility. In Murrieta, all service change requests, trench inspections, and disconnect/reconnect coordination go through SCE.
Here is how to submit the request:
Go to SCE's online service change request portal. Fill out all the necessary information for your installation. Review all the information and submit.
This paperwork is typically included in the cost of your panel upgrade when you hire Landers Electric -- no need to handle it yourself. We submit the SCE work order on your behalf and follow up directly with the utility to keep things moving.
Step 2: Waiting Period -- SCE Assigns a Planner
Once the service change request has been submitted, the waiting period begins. How long you wait depends on SCE's current workload and the complexity of your service configuration.
After the waiting period, your project is assigned to an SCE planner. This planner will come out to your Murrieta property, assess the installation area, and design the job.
Once complete, the planner will send a detailed work order with all the requirements for your panel upgrade, including:
Panel location, Conduit size, Required clearances, Meter height, Trenching route and depth (for underground service only)
Once the SCE work order is received, it is time to apply for the city permit.
Step 3: Apply For a Permit Through the City of Murrieta Building Safety Department
After receiving the SCE work order, the next step is to pull an electrical permit through the City of Murrieta.
A PERMIT IS ALWAYS REQUIRED when upgrading an electrical panel in Murrieta.
Many so-called electricians will quote you a much lower price and tell you it is not necessary to wait for the utility company to process your work order or to pull a city permit.

Step 4: Schedule a Pre-Meet With the SCE Trench Inspector (Underground Service Only)
Steps 4, 5, and 6 apply only to underground electrical services.
Before we go further, it is important to understand the difference between overhead and underground services.
An overhead electrical service is easy to identify. Walk outside and look up. If you see power lines above your home with one set of wires running to the conduit above your electrical panel, you have an overhead service.
An underground electrical service has no overhead power lines. If you look around your neighborhood and see green ground-mounted transformers on or near properties, that is a strong sign that you have an underground service. As mentioned above, underground service is very common in Murrieta's planned communities.
Now back to Step 4.
After receiving the SCE work order and pulling the city permit, the next step for an underground service is to schedule a pre-meet with an SCE trench inspector. Their job is to ensure that the new underground conduit is installed to SCE's standards.
This meeting helps both the homeowner and the electrical contractor understand exactly what is required for the underground portion of the installation, so that it is completed the first time correctly.
It is important to call Dig Alert (811) before scheduling this meeting. The work area must be marked with white paint before Dig Alert's arrival. You will not be able to schedule the pre-meet without a Dig Alert reference number. We coordinate all of this for you.
Step 5: Dig the Trench and Install Conduit (Underground Service Only)
Once the SCE trench inspector has provided all the necessary directions for the new underground conduit, construction can begin.
The trench is excavated, and approximately 90 percent of the conduit is installed. The final 10 percent -- the section that enters into SCE's handhole or transformer vault -- cannot be installed by the electrical contractor. That portion is completed by an SCE crew after the trench is inspected a second time.
In Murrieta's established planned communities, trenching requires care to avoid existing irrigation lines, landscaping, utility crossings, and hardscape. We plan this work thoroughly before any digging begins.
Step 6: Trench Inspection and Backfill (Underground Service Only)
As stated in Step 5, once the conduit has been 90 percent installed, the SCE trench inspector must be contacted a second time to approve the installation of the final 10 percent of conduit entering the utility handhole or transformer.
Once that inspection is passed, the SCE service coordinator is contacted to schedule a crew to come out and complete the conduit installation.
After SCE completes its portion, the electrical contractor backfills the trench and repairs any driveway, sidewalk, or landscaping that was removed during excavation.
Once all repairs are complete, the trench inspector must be called one final time to approve a final underground inspection. If that inspection is passed, the panel upgrade can move forward to Step 7.
Step 7: Schedule the Disconnect/Reconnect With SCE
Steps 4 through 6 were for underground services only. Steps 7 through 12 apply to both overhead and underground services.
This step is scheduling what is called a disconnect/reconnect. The disconnect/reconnect is the date SCE will de-energize your service so the old panel can be safely removed and the new one installed.
The disconnect/reconnect is scheduled through your assigned SCE service coordinator. Once the date is confirmed, the City of Murrieta Building Safety Department is notified so an inspector can be scheduled to come out to the property on the same day.
Step 8: Utility Power Disconnection
Step 8 brings us to the day of the actual panel upgrade.
Early in the morning, an SCE crew arrives at your Murrieta property to disconnect power at the utility source. This is the only safe way to remove an existing panel, and it is the only way we work.
It is important to remember that approximately three days before the scheduled disconnection date, Dig Alert (811) should be called to re-mark all existing underground utilities in the work area -- gas, water, cable, and communications.
Step 9: Install the Grounding and Bonding System
The National Electrical Code requires proper grounding and bonding for all new electrical panel installations. This is a safety requirement, not optional.
The grounding system includes two ground rods, a cold water pipe bond, and an electrical panel connection.
Some electrical contractors prefer to install the ground rods before the utility power disconnection day because a large pneumatic jackhammer is needed to drive both rods 8 feet into the ground. Scheduling this separately keeps installation day efficient.
Once the ground rods are in place, an unbroken solid copper ground wire sized per the National Electrical Code must connect both ground rods, the cold water pipe, and the electrical panel.

Step 10: Electrical Panel Removal and Installation
THIS STEP CAN ONLY BE COMPLETED ONCE SCE HAS DISCONNECTED THE POWER AT THE UTILITY SOURCE.
Once power has been confirmed de-energized, the old panel is carefully removed, and the new electrical service panel is installed.
For overhead services, a new riser and weatherhead are installed at least 24 inches above the roofline per SCE and NEC requirements.
Once the installation is complete, the City of Murrieta Building Safety inspector arrives on the same day to verify that the installation meets the National Electrical Code. If the inspection is passed, the city inspector notifies SCE, and power is restored to your home.
Step 11: Repair Stucco or Siding
Removing an electrical panel requires cutting into the exterior stucco or siding of the home. Once the new panel is installed and the inspection is scheduled, the affected area is patched, waterproofed, and textured to match the surrounding exterior.
Repairs must be completed, and the affected area must be painted before a final inspection can be passed.
